A cutting-edge project developed in Naples has been officially integrated into the World Health Organization's digital infrastructure. This is Universal Doctor, an international telemedicine and healthcare telecooperation ecosystem created by Valentina Flaminio and administered by MedCare Engineering S.r.l., which has been granted WHO-FIC Maintenance Platform accreditation and access to the WHO ICD API Portal. The platform is intended to meet a critical need: aiding travelers who become ill while away from home, preventing unnecessary visits to emergency departments. The device, which is distributed through hotels and pharmacies, enables tourists to communicate with a doctor of their nationality in order to overcome linguistic barriers. Following integration with the WHO ICD-11 international classification, the platform connects the doctor to a certified colleague in the host country, who certifies the diagnosis and oversees the prescription in accordance with local legislation. The initiative, which is supported by the Campania Region and the European Union, is funded by the Campania Regional Development Fund (ERDF) 2021-2027 and has strategic partnerships with the Federico II University and Federalberghi. According to project estimates, the National Health Service might save up to €300 million per year, for a total of €4 billion. With a focus on important international events such as the America's Cup, the system now intends to spread globally to assure structured medical collaboration and relieve demand on emergency rooms.
