The Italian school system is confronted with significant structural challenges that are associated with climate change and obsolete buildings. According to the 24th Cittadinanzattiva Report, roughly one in every five schools is vulnerable to flooding, and one in every eight is at risk of landslides, endangering over 1.5 million students in total. Inside classrooms, the situation is no better: temperatures frequently top 32 degrees Celsius in the summer, but less than 10% of schools have suitable air conditioning or ventilation equipment. Aging materials also play a significant role, as the average age of buildings is sixty years, and half of them were constructed prior to the 1976 earthquake-proof regulations. Despite the fact that NRRP funds have provided funding for urgent interventions, the association has identified significant gaps in terms of usability, fire prevention, and accessibility for students with disabilities. Consequently, the association has requested a unique three-year investment plan.
