The Fentanyl Decree, a strict crackdown on narcotic drug management, was established in response to the theft of 80 vials from Rome's Israelite Hospital. The law, agreed by the State-Regions Conference, gives hospitals, pharmacies, nursing facilities, and prison warehouses 90 days to comply with the additional security requirements. Opioids and comparable pharmaceuticals must be housed in immovable safes or secure rooms that are rigorously located in locations not accessible to the public and are monitored 24 hours a day, seven days a week by security-connected cameras and alarm systems. Only trained people will be permitted access, and all interactions will be recorded via badges or digital keys. Stockpiles must be checked every 48 hours, and transportation will be done entirely in sealed, tamper-proof containers. Any irregularities must be reported within 12 hours to initiate exceptional checks.
