Nearly half of Italians, or 24.8 million people, have no income, pay no taxes, and rely on the public purse. Meanwhile, 18.78% of taxpayers, or little under 8 million, declare incomes of €35,000 or more, accounting for 65% of total personal income tax (IRPEF). The figures, referring to 2024, come from a report by the Itinerari Previdenziali Observatory on tax revenues. Italy, for example, has 42.8 million taxpayers out of a population of 58.9 million, yet just slightly more than 34.1 million actually pay. This means that around 24.8 million Italians, including almost 9 million registered taxpayers, pay nothing: they have no income, pay no taxes and live at the expense of the wider community.
