The headquarters of the UNCDF, or United Nations Capital Development Fund, will be moved from New York to Rome. The UNCDF is the UN organization that helps the world's most disadvantaged countries by using innovative financial instruments such as venture capital, guaranties, and mixed public-private partnerships to mobilize investments where traditional finance channels fail. The scope of the move extends beyond just increasing the UN presence in Italy. The declared purpose is to transform Rome into a hub capable of integrating public institutions, international organizations, development banks, entrepreneurs, and investors, particularly for financing projects in emerging and fragile economies. This position aligns with Italy's development cooperation strategy and the Mattei Plan for Africa's priorities. It also underscores the more general necessity to identify novel avenues for the mobilization of private capital in regions where traditional investors encounter greater challenges in intervening due to perceived risk.
