Domestic work remains the sector with the highest rate of irregularity in Italy, and after a drop in 2020, the shadow economy has begun to recover. According to Domina Observatory (National Association of Domestic Employers) calculations based on ISTAT data, 50% of domestic workers were undeclared in 2024: nearly five times the national average of 10.3%, more than double that of agriculture at 21.2%, and nearly ten times the rate of manufacturing at 5.2%. This discrepancy illustrates the vulnerability of a sector that is indispensable for the management of dependents, the care of the elderly, and the balance of work and family responsibilities. Accelerating inflation currently threatens to disrupt this balance: household expenses are growing, as are the costs of care due to contractual salary changes. Historical data indicate a reversal of this tendency. From 51% in 2019, the rate of irregular domestic work fell to 45.7% by 2020. It then grew to 45.8% in 2021, 47.1% in 2022, 48.8% in 2023, and 50% in 2024, representing a 4.2 percentage point rise over three years.
